Implementation period: June 2024 – June 2025
Funding: ESPON Programme
CHANEBO produced new territorial evidence on the possible reorientation of development trajectories in the north-eastern EU border regions, as these regions have been negatively impacted by the closure of cross-border exchanges with Russia and the termination of cross-border cooperation programmes following the war in Ukraine in early 2022.
CHANEBO identified, mapped, and analysed the economic and social consequences that the new geopolitical context has caused, particularly in the four border regions of the stakeholder partnership: South Karelia (FI), Ida-Viru (EE), Latgale (LV), and Ignalina (LT).
In particular, the analysis focused on the impacts of disrupted cultural, tourism, and business ties across borders, which have exacerbated already severe depopulation and investment challenges and have resulted in the loss of economic and social development opportunities, partly due to halted EU funding for cross-border development. The project examined the effectiveness of available policy tools to respond to the crisis and provided scenarios, a vision, and recommendations for strategies and policy measures to better manage the impacts of the crisis and support more resilient regional development.
