PROGRAMME DIRECTOR
Regional Council of South Karelia is seeking the Programme Director to work as a director of the Managing Authority (MA) of the South-East Finland – Russia CBC 2014–2020 programme. The position is permanent.
South-East Finland–Russia CBC 2014–2020 programme is one of the three programmes implemented at the border regions between Finland and Russia under the European Neighbourhood Instrument (ENI). Programme total funding frame is ca. 77,5 million euros.
Responsibilities of the Programme Director:
• manage and monitor the South-East Finland–Russia CBC 2014–2020 programme
• lead the MA team
• administrate programme’s operational planning and reporting
• sign the grant contracts
• promote cooperation with the regional, national and EU authorities and stakeholders
• promote the regional development of the programme area by programme funding
• promote cooperation with the council’s other teams
• liaison programming 2021-2027
Qualifications/requirements:
• master’s degree
• extensive experience of the international cooperation (minimum 3 years)
• strong experience of the programme and project management (minimum 5 years)
• experience of successful leadership
• very good written and spoken English and Finnish; Russian is an advantage
• good team working, communication, negotiation and organizational skills
• capability of independent decision-making and ability to interpret rules and regulation
Salary of the position is 5 391,47 euros per month with possible additions based on professional years and personal succeeding. Position is located in Lappeenranta, Finland with routine missions mainly to the branch office in Saint Petersburg. The employment will be under the Finnish law and according to the rules and procedures of the Regional Council of South Karelia acting as the employer. The position will be filled as soon as possible with (six) 6 months trial period.
